Custom software cost in Pakistan starts at around PKR 30,000 for a basic business website and PKR 80,000 for a focused single-module system, and Pakistani firms publish PKR 150,000 to 400,000 for multi-module business systems (checked 22 October 2026). International agencies quote custom ERP in tens of thousands of US dollars per module. Where your project lands depends on scope, integrations and how much data has to move.
This guide collects the prices firms actually publish, explains what moves a quote up or down, and gives you a way to compare quotes fairly. If you already know what you need, our custom software development services page explains how we scope and quote.
1Custom software cost in Pakistan at a glance
These are published prices, each in the currency its source uses. They are starting points and ranges from the firms named, not Treevoxa quotes.
| What you are building | Pakistani firms (PKR) | International benchmark (USD) | Source |
|---|---|---|---|
| Basic business website | From PKR 30,000 | iDot Solution | |
| Single-module system (inventory, invoicing or attendance) | From PKR 80,000, 4 to 6 weeks | Softvirtue | |
| Client portal on top of an existing system | PKR 120,000 to 250,000 | Softvirtue | |
| Multi-module business system | PKR 150,000 to 400,000, 6 to 12 weeks | Softvirtue | |
| Custom ERP, one module | $30,000 to $80,000 | RaftLabs | |
| Custom ERP, mid-market (five to seven modules) | $160,000 to $350,000 | RaftLabs | |
| Ready-made ERP script, no setup | Most of the first ten results $29 to $99, one at $253 | CodeCanyon | |
| Agency developer time | $25 to $49 an hour for 37 of 49 firms; median $37 | Clutch; GoodFirms | |
| Ready system with full source code | PKR 700,000 | $2,500 | Treevoxa |
Two things stand out. First, local and international prices are not the same product: a PKR 80,000 module and a $30,000 module usually differ in discovery, design, testing, documentation and support. Second, the cheapest row, a marketplace script, is cheap because it is sold thousands of times and you install and adapt it yourself.
2Why quotes for the same project can differ ten times over
Two firms can read the same brief and quote numbers that are ten times apart. Usually neither is cheating. They are quoting different projects. These are the things that move a quote most:
- Scope. The number of modules, user roles and reports. "Inventory" can mean one warehouse and a stock list, or batches, expiry dates, transfers between branches and reorder rules.
- Integrations. Each connection to another system (accounting, a bank file, a biometric device, a courier, a payment gateway, FBR or a provincial tax authority) needs mapping, error handling and testing.
- Data migration. Moving years of records out of spreadsheets or an old system is often its own project. Messy data costs more to move than clean data.
- Permissions and approvals. Who can see salaries, who approves a payment, what the audit log records. Each rule is development and testing time.
- Platforms. A web app alone costs less than a web app plus Android and iOS apps.
- Design. A clean standard interface costs less than a custom-designed one with its own components.
- Who builds it. A freelancer, a local agency and an international agency carry very different costs and very different risks.
- What happens after launch. Hosting, backups, support hours and changes are sometimes in the price and sometimes billed separately.
When two quotes differ, compare them line by line against this list before you compare the totals.
3A quick sanity check: hours times rate
Most quotes are built from an estimate of hours multiplied by a rate, even when they are presented as a fixed price. You can run the same arithmetic to see whether a quote is plausible.
On Clutch's first page of Pakistani software developers, 37 of the 49 firms that list a rate charge $25 to $49 an hour, and GoodFirms puts the median for Pakistani app development firms at $37 (both checked 22 October 2026). As example arithmetic only, a 400-hour project at those rates comes to $10,000 to $19,600. If a quote is far below what the hours would cost, ask what has been left out; if it is far above, ask what is included that the others do not mention. Our page on software developer hourly rates in Pakistan breaks the rates down further.
4The costs after launch
The build is only the first bill. Budget for these from the start:
- Hosting and backups. A cloud server, a database, file storage and backups. Small business systems usually run on modest hosting, but someone has to pay for it and look after it.
- Annual maintenance. Many Pakistani firms sell an annual maintenance contract (AMC). Softvirtue, for example, publishes an example of a PKR 180,000 build followed by PKR 25,000 a year in AMC.
- Changes. New reports, a new branch, a rule that changed with the budget. Agree how changes are priced before you start.
- Your own time. Testing, training staff and moving data take your team's time, whichever firm builds the system.
Compare that with a subscription. Softvirtue's own example sets a $49-a-month SaaS product at about PKR 165,000 a year against a one-time custom build. Neither is always cheaper: it depends on how long you use the system and how well a product fits.
5Build, buy, or buy the source code
There are three ways to get a business system, and each has a different cost shape:
| Route | You pay | Best when |
|---|---|---|
| Subscribe to a product (SaaS) | A monthly or yearly fee | The product already matches most of your process |
| Buy a ready system with its source code | A one-time licence, plus your own hosting and changes | You want to own and change the code without building from zero |
| Build custom software | A project fee, plus maintenance | Your process is unusual and central to how you make money |
Treevoxa sells all three: subscriptions to its own products with published prices, ready-made systems with full source code for USD 2,500 or PKR 700,000 one-time, and custom builds. If you are unsure which route fits, read custom software vs SaaS first.
6How to get a quote you can compare
The fastest way to get comparable quotes is to send every firm the same short written brief. It does not need to be long. Include:
- What the business does, how many people will use the system, and how many branches.
- The three to five tasks that take the most manual work today.
- The reports you need at month-end.
- Every system it must connect to, and every device (printers, scanners, biometric machines).
- Roughly how much data you have today, and where it lives.
- Who must approve what, and who must not see what.
- When you need it, and what happens if it is late.
Then ask each firm the same questions:
- Is the price fixed for this scope, or estimated hours at a rate?
- What is not included: design, testing, data migration, hosting, training?
- Who owns the source code and the data, and when does ownership transfer?
- How are changes to the scope priced?
- What support is included after launch, and for how long?
- Can I see a system you have already built that is live today?
The last question matters more than it looks. A firm that can show you a working system similar to yours has already solved most of the problems your project will raise.
7What Treevoxa charges
Treevoxa is a software company in Karachi. We quote custom work per project, in writing, after we understand the scope, and we reply to a brief within one business day. Because we run our own products, most projects start from a system that is already live: you can click through a working demo before you commit, and we change what needs to change rather than building from a blank page.
Our product subscriptions are on the pricing page, and our ready systems with source code are USD 2,500 or PKR 700,000 one-time. For a custom build, send us your brief and we will quote against it.
